COSLA, in order to support member's work to help libraries respond to the requirements of the Children's Internet Protection Act (CIPA), Shares the following understandings:
- CIPA, having been declared constitutional by the U.S. Supreme Court, COSLA will provide links to information resources to assist members as each state determines its necessary response to the law.
- Decisions for policy and management practices in response to the law should be made by local library officials who hear and respond to the needs of their community; the principle of local control of local services should be supported.
- When Internet filtering software is used in response to the law it must comply with the law while at the same time allowing for the software to be easily disabled as required by the law and the U.S. Supreme Court.
