Governance Structure: THe West Virginia Library Commission is an independent agency in the Executive Branch of state government. A Commission of 9 citizens appointed by the Governor. The Commissioners select a Secretary, "trained in modern library methods" who serves at the will of the collective Commission. The Library Commission is one of the aqencies in the Cabinet level Department of Education and the Arts. Currently the agency is organized into five major departments: Administrative Services; Library Development Services; Network Services; Special Services; and State Library Services.
