Position Summary

  • The Library Research Service (LRS) Director manages the State Library's Library Research Service and provides leadership about statistics and evaluation for the state library and the Colorado library community. The LRS Director oversees the Public Library Annual Report, continuing education initiatives, and internal evaluations of various state library projects.


Key Duties and Responsibilities

  • Ensure compliance with federal and state laws governing the collection and reporting of library statistics. Create, implement, and refine practices that optimize the accuracy, completeness, and timeliness of library data.

  • Exercise strategic and operational leadership in creating and disseminating policy and evaluation research addressing issues of concern to school, public, and academic libraries for staff and administrators in all types of libraries, and the general public.

  • Provide vision and direction for continuous improvement of Online resources that provide ready access to research and statistics about libraries and the library workforce.

  • Consult with the Colorado library community about program evaluation, statistics, and data use for management, strategic planning, and demonstrating impact.

  • Coordinate multiple projects, including program evaluation and educational and professional development for library staff both within LRS and between LRS and other State Library units, state library agencies, the Colorado Library Consortium, library associations, and similar organizations.

  • Advise the Associate Commissioner for State Library, office directors and staff of the State Library, library leadership groups (e.g. Colorado public library directors, school library leaders), and individual administrators in libraries of all types on issues, policies, and decisions informed by research and statistics.

  • Develop professional development opportunities and distributable summaries of statistical analysis for library personnel involved in data-based advocacy, budgeting, planning and evaluation, and management.

  • Supervise three staff positions and monitor contractors that may be employed to assist with data gathering, analysis, or reporting.

  • In conjunction with the State Library Associate Commissioner, office directors and other CSL staff, identify projects that may require contractor expertise; determine required skills and other specifications for contracts, procure services of and assign appropriate projects to contractors.

Competency and Qualification Requirements

  • Knowledge of current evaluation methods, working knowledge of SPSS or similar data analysis software, demonstrated ability to conduct in-person and online training about data gathered by LRS.

Supervisory Responsibilities

  • This position does have supervisory responsibilities.  The duties and responsibilities for employees that supervise staff include, but are not limited to the following,

  • Models and ensures consistency with organizational values and policies.

  • Clearly communicates expectations and standards to staff.

  • Conducts timely performance management of staff including formal evaluations, on-going, and routine feedback, and holding staff accountable.

  • Awareness and approval of employee time worked and work schedules.  This includes approval of time worked for payroll and monitoring and approval of all work schedules including remote work and flex schedules, based upon CDE's policies.

  • Provides the applicable tools and resources staff require to perform their job.

  • 3-5 years of supervisory experience with personnel and budgeting responsibilities

Minimum Education Requirements

  • An equivalent level of six years of experience will be considered in lieu of a master's degree.
